Job Summary:

The Human Resources Manager is responsible for overseeing the daily operations of the HR department, ensuring compliance with federal and state regulations as well as Oxbow Center policies, supporting recruitment and retention efforts, benefits coordination and fostering a positive and professional workplace culture.

This is a hands-on leadership role that partners closely with executive leadership and supervisors to ensure effective people management practices across the organization.

Essential Functions:

HR Operations & Compliance

  • Oversee day-to-day HR operations
  • Ensure compliance with federal, state, and accreditation standards
  • Maintain and update HR policies and procedures
  • Manage employee files, documentation, and HRIS systems
  • Monitor wage and hour compliance

Recruitment & Onboarding

  • Lead recruitment efforts, including posting, screening, and interviewing working collaboratively with Program Directors and/or designee within the OXC hiring process
  • Coordinate onboarding and orientation processes
  • Support workforce planning and retention strategies

Employee Relations

  • Serve as a resource to supervisors and staff regarding HR matters
  • Provide guidance on performance management and disciplinary processes
  • Assist in resolving employee concerns and workplace conflicts
  • Support training and professional development initiatives

Benefits & Administration

  • Coordinate benefits administration, including enrollment and employee communication.
  • Work with payroll and finance to ensure accurate compensation processes.
  • Maintain HRIS systems and ensure data integrity.
  • Support compensation review processes by providing relevant data and administrative coordination.

Education and Experience:

Required:

  • Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience)
  • Minimum of 3-5 years of progressive HR experience
  • Strong knowledge of employment law and HR best practices
  • Demonstrated ability to handle confidential information with discretion
  • Excellent verbal and written communication skills.

Preferred:

  • SHRM-CP, SHRM-SCP, or PHR certification
  • Experience in healthcare, nonprofit, or behavioral health settings
  • Experience supporting multi-site or regulated organizations

  • Excellent organizational skills and attention to detail.
  • Ability to handle confidential information with integrity and discretion.
  • Ability to prioritize tasks and manage multiple responsibilities effectively.
  • Proficiency in Microsoft Office Suite and ability to learn HRIS systems
