Job Summary:

The Oxbow Center Chief Financial Officer (CFO) will play a key leadership role in our organization, overseeing all financial aspects and contributing to strategic decision-making. The CFO is responsible for managing financial planning, analysis, reporting, and compliance, ensuring the organization's financial health and sustainability.

Essential Functions:

  • Provide strategic financial leadership and direction to all centers, ensuring the overall fiscal responsibility of Oxbow Center.
  • Prepares annual operating budget and participates in the annual strategic planning process.
    • Assists Directors in the development of departmental budgets, and monitors, interprets and analyzes financial performance by service line.
  • Provides ongoing analysis of variances from budget and assists Oxbow Center CEO in implementing changes needed to achieve budget goals.
  • Directs the operations of the Revenue Cycle to ensure that accounts receivable is collected timely and that uncompensated care is kept to a minimum.
  • Oversees the AR (accounts receivable) and AP (accounts payable) processes at each Oxbow Center location.
  • Works collaboratively with Oxbow Center Directors in the development of Oxbow Center county operational plans and objectives.

  • Cost-Benefit analyses of any proposed capital and staff expansions.
  • Works collaboratively with Billing/Revenue Cycle Coordinator to routinely reviews revenue cycle metrics to proactively identify and address issues affecting overall financial performance.
  • Trains Program Directors on various financial matters and provides routine feedback regarding Oxbow Center financial department performance.
  • Develop and manage long and short range operational and capital budgets, identify trends and potential business opportunities.
  • Ensures that all balance sheet accounts are reconciled on a monthly basis and in compliance with company policy and standards.
    • Any outstanding variance are identified and corrected timely.
  • Facilitates preparation of any required cost reports.
  • Identify and assess financial risks, proposing mitigation strategies as necessary.
  • Implement and maintain effective internal controls to safeguard company assets.
  • Working with Oxbow Center CEO, evaluate the adequacy of insurance coverage as it related to organizational risk.
  • Negotiate insurance policies and terms to ensure comprehensive coverage.
  • Manage cash flow and liquidity, optimizing working capital to support operational needs.
  • Work collaboratively with Oxbow Center Directors to develop and implement policies for efficient cash management.
  • Ensures that all accounting and business office policies, and internal controls are in place to facilitate a clean audit with no material audit adjustments or deficiencies found.
  • Maintains a thorough working knowledge of federal, state and managed care reimbursement methodologies to ensure that Oxbow Center revenue is recorded accurately.
  • Ensure compliance with purchase contracts and monitors purchases to ensure that supply costs are kept to budgeted levels.
  • Oversee compliance with financial regulations, reporting requirements and third-party payer cost reports.
  • In collaboration with the Oxbow Center Leadership Team, build and lead a high-performing finance team, fostering a culture of collaboration and continuous improvement.
    • Develop and implement relevant financial training to pertinent staff.
  • Provide mentorship and professional development opportunities for team members.
  • Working collaboratively with Oxbow Center Leadership Team, develop, implement and update as needed crisis management and contingency plans.
  • Maintains a current knowledge of industry trends and changes and ensures the facility is prepared and compliant.
  • Collaborate with the CEO and other executives in identifying and evaluating new service line and funding opportunities.
  • Track grant expenses, prepare and submit monthly invoices, generate monthly expense reports for Director overseeing the grant.
  • Oversee Wyoming Department of Health data reporting functions through the BHMS and Medicaid systems.
  • Complete all Oxbow Center annual mandatory training courses as assigned.
  • Other duties as assigned.

Education and Experience:

  • Bachelor's Degree in Finance, Accounting, or related field.
    • Master's degree preferred
  • Previous CFO level or equivalent experience required.
  • Experience within mental health highly preferred.
